EU never wanted Iran to extend moratorium to 10 years

The representatives of the European Union have said that they were unable to reach a compromise with Iran over Iran's peacefully use of Nuclear fuel, notwithstanding that Iran offered a two year moratorium on industrial scale uranium enrichment. The EU claimed that they had made a counter ten year moratorium offer, to include small scale uranium enrichment for research purposes. However, IRNA reported that Iran's Secretary of Supreme National Security Council (SNSC) Ali Larijani emphatically denied that such a counteroffer was made, "maybe, I have developed hearing difficulty, because, I never heard such a proposal from the EU during several rounds of talks with them".

He went on to say that "If Iranian nuclear program is reported to Security Council, there will remain no place for Russian proposal" and indicated that Iran would proceed to full scale uranium enrichment,
"Of course, Iran would speed up uranium enrichment if it observed improper action concerning its national program".

The EU objection to the Iranian proposal are absurd if it was really concerned with Iran's supposed nuclear weapon ambitions as it has alleged. A two year moratorium of industrial enrichment would for this period at least would provide the guarantees that the EU desires that Iran would not have a nuclear weapons capacity. The alternative is that Iran immediately proceeds to industrial scale Uranium enrichment and the EU has no such guarantee, particularly if Iran withdraws from the NPT as is expected.
